We envision the Cagayan Economic Zone and Freeport to be developed as an Agro-Industrial Growth Zone; A Major Transshipment Port; A Tourist and Eco-Tourism Haven; serving as a vibrant hub of economic activities in East and Southeast Asia; and catalyzing local development and employment in Northern Philippines.

To develop, promote, manage and operate the Cagayan Special Economic Zone and Freeport as a viable investment hub for transshipment, agro-industrial business, and an attractive tourist destination in order to boost employment and economic activities in Northern Philippines.
